The leader of the main rebel group in Sudan
says the road to peace to end 20 years of civil war in Africa's largest
country is "irreversible." John Garang, leader of the Sudan People
Liberation Army (SPLA), told thousands of his supporters Tuesday that
the civil war is on its way to being over. Mr. Garang made the remark in
Rumbek, 900 kilometers south of the Sudanese capital Khartoum.

Meles Defends Demand for New Ruling on Border With Eritrea:

Ethiopia has said it wants a new commission set up to rule on what it
sees as the contested areas of its border with Eritrea. In a letter to
the UN Security Council, Prime Minister Meles called the decision by the

was unimaginable for the Ethiopian people to accept "a blatant
miscarriage of justice" - specifically over the awarding of Badme to
Eritrea - a decision he called "illegal, unjust and irresponsible".

The
allegation By Dr. Habte and drum beat by the Awate Team do not hold any
water because the elements who have been led by Moslems for the last 41
years without any complaint abiding by the rules of the law in the
ELF-RC principles adopted at its National Congresses cannot be painted
any divisive colors because they voted for a chairman who is deemed
competent, skilled and hard-working who happens to be Christian after 4
decades. It just does not add up. To the contrary, those who want to
cry foul at this point are those who took it for granted it is only a
Moslem who can lead ELF-RC and cannot take the change brought about
after 41 years well. The public has taken notice.
According to Dr. Habte, it is this change and the manner in which the
change was brought about that has caused the split. According to the
leaders of the split, it is the issue of rejoining the ENA and other
working methods that caused the split. The ELF-RC members have
maintained that it was this change of leadership that caused the split.
The break away group have steadily denied it and alluded to the refusal
to rejoin ENA as their cause of the split. Is Dr. Habte spilling the
truth or the break away group misinforming the public?

Meles Urges UN to 'Salvage' Peace Process:
Mass Media: Allafrica.com: 09-24-03
Ethiopian Premier Meles Zenawi has urged the UN
Security Council to "salvage" the faltering peace process with Eritrea,
saying the independent boundary commission set up to resolve the bitter
border dispute was in a "terminal crisis".
In a three-page letter to the Council, dated 22
September, he urged the UN body to "set up an alternative mechanism to
demarcate the contested parts of the boundary".
Diplomats said the move was a blow for the
international community which was hoping demarcation of the 1,000 km
border with Eritrea would begin next month and end by June 2004:

After its successful meeting in London during the
first week of this month, the Network of Eritrean Civil Societies in
Europe (NECS-Europe) has made considerable progress since then.
In accordance to the agreement reached during its
deliberations, the umbrella organisation has officially launched its
operation. The Co-ordinating Committee has sketched a realistic
strategy for the first phase of its operations and is readily awaiting
further input from member societies. The enthusiasm of representatives
of member societies is high and it is believed that NECS-Europe will
achieve its established goals in time.

Reporters Without Borders
today made a new appeal to the Eritrean government to free 14 of the
country's leading journalists imprisoned for the past two years and
allow the independent media, which were all shut down in September 2001,
to reopen at once.
The press freedom
organisation said the unique situation meant Eritreans had only had
official news for two years, plus any foreign radio stations they could
tune in to. The closures and arrests have made Eritrea the sole country
in Africa and one of the very few in the world where only the government
media is allowed.

Officials involved
in resolving a long-running border dispute between Ethiopia and Eritrea
are preparing for what could be a key phase of the process, following an
extension of the mandate of the U.N. peacekeeping force monitoring the
border.
An official from the
independent Eritrea-Ethiopia Boundary Commission, based at the Permanent
Court of Arbitration in The Hague, told VOA the border demarcation
exercise will begin next month. But the official says that plan assumes
the two countries cooperate, and other factors are in place. Originally,
the exercise was to begin in May, then July.

Extending
the mandate of the 4,200-strong UNMEE peacekeeping force for six months,
the UN Security Council warned that it was vital for demarcation of the
contested Ethiopia-Eritrea border to get underway as scheduled in
October.
The
council called on both countries to "assume their responsibilities"
under the peace deal agreed at the end of their bitter war. It also
urged the two countries to cooperate "fully and promptly" with the
boundary commission and ensure security of personnel carrying out the
demarcation

We have
now learned that loyalty based on old political affiliation and history
is not as relevant as we once probably thought it was. The period we
have entered will reveal to us new alignments and realignments as a
result of good and bad politics. Nothing to be shocked about. This is
the nature of politics. Differentiation will lead to new integration.
This is neither bad nor good. Unless one is heavily invested in the
past, one must accept the fact that the future is always a result of new
synthesis. We should not be prisoners of past affiliation and sacrifice
new possibilities. Political divorces must not be so personal, so
vicious and so vindictive that they make it impossible for us to work
